Malaysia Launches Single Border Protection Agency to Streamline Operations

SEPANG: Malaysia has officially launched the Border Control and Protection Agency (AKPS), a centralized entity aimed at enhancing efficiency and security at all national entry points. The agency consolidates expertise and resources from multiple government departments to coordinate border operations more effectively.

Deputy Prime Minister Datuk Seri Fadillah Yusof emphasized that the establishment of AKPS under the Ministry of Home Affairs (KDN) reflects the unwavering commitment of the MADANI government to developing a seamless and robust border control framework.

“The era of globalization requires us to enhance our border management systems to be more integrated and resilient,” Fadillah said during the official launch ceremony. “Various initiatives have been introduced to ensure Malaysia remains a competitive trading nation with efficient and integrity-driven service delivery at its entry points.”

The launch was attended by Home Minister Datuk Seri Saifuddin Nasution Ismail, Communications Minister Fahmi Fadzil, Selangor Chief Minister Datuk Seri Amirudin Shari, and Inspector-General of Police Tan Sri Razarudin Hashim.

Five Key Objectives of AKPS

Fadillah outlined five primary objectives guiding AKPS:

  1. Unified Border Enforcement: Centralizing border enforcement functions under a single chain of command.
  2. Trade and Travel Facilitation: Streamlining procedures to ease movement of goods and people.
  3. Enhanced Security Measures: Strengthening national security at all borders.
  4. Service Efficiency Improvement: Ensuring faster and more effective service delivery.
  5. Comprehensive Border Protection: Securing air, sea, and land entry points through integrated agency collaboration.

He also noted that AKPS will play a critical role in Malaysia’s ASEAN 2025 Chairmanship, reinforcing the country’s commitment to regional cooperation and integration.

“By enhancing border control capabilities, we not only safeguard national sovereignty but also ensure smoother cross-border movement within ASEAN,” he said. “This is crucial as we work towards a more interconnected and prosperous Southeast Asia. AKPS will also handle security for ASEAN delegations attending conferences in Malaysia.”

Strengthening Border Operations for Tourism and Trade

In preparation for Visit Malaysia Year 2026, Fadillah stressed AKPS’s role in ensuring a welcoming and efficient border experience for tourists.

“We anticipate an influx of visitors eager to experience our culture, natural landscapes, and renowned hospitality. By streamlining entry processes and improving services, we will create a positive first impression for international travelers,” he stated.

AI and Technology in Border Security

Fadillah highlighted the critical role of Artificial Intelligence (AI) in modern border management, citing the need for advanced technology to monitor and mitigate potential threats.

“Optimal use of AI in entry points and border security will enable officers to monitor, assess, and respond to threats efficiently,” he said. “For example, AI-enhanced CCTV surveillance and cargo scanner systems will improve officers’ ability to conduct risk analysis.”

He added that AI-driven facial recognition and smart document processing will streamline inspections for both travelers and cargo, reducing delays and enhancing efficiency at ports and terminals.

“This approach will expedite clearance for low-risk shipments, boosting Malaysia’s competitiveness in logistics and trade,” Fadillah noted. “By leveraging data analytics, AKPS can also optimize human resource allocation, ensuring officers are deployed to critical areas as needed.”

The government, he said, is ready to invest in research and development to explore new technologies for strengthening national border security.

“Collaboration with academic institutions, private sector partners, and adopting best practices from other countries will be key to this effort,” he said. “By utilizing the best available resources, AKPS can stay ahead of emerging threats and ensure our borders remain strong and resilient.”

Leadership and Implementation

AKPS was formally established following the gazettement of the Border Control and Protection Agency Act (Act 860) on October 17, 2024. The agency is led by Datuk Seri Hazani Ghazali, its first Director-General.
